Rental Housing Support Program Self-Certification Notification
The purpose of the RHS Program is to help localities address the need for decent, affordable, permanent rental housing. Under the RHS Program, the Illinois Housing Development Authority shall administer grants to Local Administering Agencies (hereby referred to as LAA’s) to provide subsidies to Landlords that will make housing units affordable to Extremely Low and Severely Low-Income Households and to Developers to provide long-term operating support for Projects that will make housing units affordable to Extremely Low-Severely and Low-Income Households.
Pursuant to the RHSP Act (310 ILCS 105/25), “Eligibility for tenancy in the units supported by grants to local administering agencies must be limited to households with gross income at or below 30% of the median family income for the area in which the grant will be made. Fifty percent of the units that are supported by any grant must be set aside for households whose income is at or below 15% of the area median family income for the area in which the grant will be made, provided that local administering agencies may negotiate flexibility in this set-aside with the Authority if they demonstrate that they have been unable to locate sufficient tenants in this lower income range.”
Tenancy does not require a Social Security Number or proof of legal citizenship. However, if you require a Social Security Number as a part of your program but is unable to obtain one through third party verification, it is permissible for tenants to self-certify.
Per SECTION 8, Part 2, Section C, Sub Part 4 of the Rental Housing Support Program LAA & LTOS Compliance Manual dated October 1, 2019:
“A Preparer may accept a notarized statement or signed affidavit regarding the veracity of information submitted if the information cannot be verified by another acceptable verification method.”
Tenants who self-certify should be informed that they are held to all program compliance requirements.
